Is there a way to share just a Premiere Sequence without exporting the file?
Yes, you can share just a Premiere Sequence by exporting an XML of the sequence. The Frame.io (Legacy) Review Panel does not automate this.
You can do this in Premiere by going to File > Export > Final Cut Pro XML...
